THAT we go into Closed Session at 6:45 p.m. to discuss a personal matter in accordance with Section 239(2)(b) of the Municipal Act.

THAT we rise and report from Closed Session at 6:53 p.m.

THAT we adopt the Closed Session Committee of the Whole minutes dated December 2, 2019, as presented.

THAT we appoint Margaret Sharpe to the Ramara Public Library Board for the remainder of the term ending November 14, 2022. AND THAT we appoint Edwin Shepherd to the Youth Action Council for the remainder of the term ending November 14, 2022.

THAT we receive the Option to Repurchase and the Right of First Refusal Agreements from the Purchasers regarding the sale to Simcoe Growers; AND THAT we defer this matter to the next Committee of the Whole meeting.

THAT we discussed a personal matter in accordance with Section 239(2)(b) of the Municipal Act. AND THAT staff proceed as directed.

That the agenda dated December 9, 2019 and additions thereto be adopted.

THAT the Council minutes dated November 25, 2019 be adopted as presented.

THAT we receive the deputation from Gerhard Marsch regarding Ridge Avenue driveway.

THAT we adopt the recommendations of Items 9.1 to 9.13 as set out in the Consent Agenda and Additions thereto dated December 9, 2019 with the exception of Item 9.6. and 9.11

THAT Item 9.6 on the Council agenda dated December 9, 2019 be amended to delete the full day meeting on November 7, 2019 and mileage for the November 25, 2019 Council meeting.

THAT Item 9.10 be deferred to Committee of the Whole; AND THAT staff prepare a report.

THAT we adopt Section "A" of Committee of the Whole Report 24/19 dated December 2, 2019, as presented.

THAT Section "B" of Committee of the Whole Report 24/19 be deferred to the December 16, 2019 Committee of the Whole meeting.(Environmental Services Overtime)

THAT Joe Gough be registered to attend the 2020 AMO Conference in Ottawa. AND THAT staff book hotel rooms accordingly.

THAT we adopt the 2020 Budget in the amount of $12,987,031.

THAT Bills 2019.73, 2019.75 and 2019.76 be read a first, second and third time and finally passed as Bylaws.

THAT Bill 2019.74 be read a first, second and third time and finally passed as a Bylaw.

THAT Bylaw 2019.94, a bylaw to confirm the proceedings of the Council meeting held on the 9th day of December, 2019, be considered read a first, second and third time and finally passed.

THAT we now adjourn at 7:52 p.m. until January 13, 2020 at 7:00 p.m.
