That the agenda and additions thereto dated September 23, 2019, be adopted, as presented.

THAT the minutes dated September 9, 2019 be adopted as presented.

THAT we received Report BP-46-19 dated September 23, 2019 regarding Zoning Bylaw Amendment File Z-3/19; AND THAT a recommendation be brought forward by staff for consideration following the Public Meeting.

THAT we receive the information provided by Principles Integrity regarding the Code of Conduct investigation and the Annual Report.

THAT we adopt the recommendations of Items 8.1 to 8.13 as set out on the Consent Agenda and Additions thereto dated September 23, 2019.

THAT we adopt Section A of Committee of the Whole Report 19/19, dated September 16, 2019, as presented.

THAT we adopt Section "B" (ZBA-2/19 Grist Mill) of Committee of the Whole Report 19/19 dated September 16, 2019 be deferred until more information is received to a Committee of the Whole meeting.

THAT we receive the Community Policing Committee minutes dated September 5, 2019 as information.

THAT we receive the Longford Community Centre Board minutes dated June 11, 2019 as information.

THAT Bills 2019.56 and 2019.61 be read a first, second and third time and finally passed as bylaws.

THAT we go into Closed Session at 8:12 p.m. to discuss litigation matters in accordance with Section 239(2)(e) of the Municipal Act.

THAT we adopt the Closed Session Council Minutes dated September 9, 2019 as presented.

THAT we discussed a matter concerning litigation or potential litigation, including matters before administrative tribunal, affecting the municipality. (Fowler Quarry)

THAT we discussed a matter concerning litigation or potential litigation, including matters before administrative tribunal, affecting the municipality - Urbanski; AND THAT staff proceed as directed.

THAT Bylaw 2019.74, a bylaw to confirm the proceedings of the Council meeting held on the 23rd day of September 2019, be considered read a first, second and third time and finally passed.

THAT we now adjourn at 8:42 p.m. until October 28, 2019 at 7:00 p.m.
